When to say no:

Filter 3: Operational Readiness

The test: Do you have the data, process, and capability to execute this?

Seven domains to assess:

  1. Strategy: Is this aligned with business goals?
  2. Product / Value tracking: Can we measure impact?
  3. Governance: Do we have decision authority?
  4. Engineering capability: Can we build/integrate this?
  5. Data infrastructure: Is the data available and clean?
  6. Operating model: Do we have capacity to implement?
  7. Culture & people: Will the team adopt this?

Most AI failures aren't technology failures. They're operational readiness failures.

When to say no:

  • "We'll clean up the data after we start the pilot"
  • "Engineering will figure out integration once we buy it"
  • "Change management can happen later"
Filter 4: Portfolio Balance

The test: Does this balance quick wins with strategic bets?

The portfolio approach:

  • Quick wins (20–30%): Establish credibility, deliver value in weeks
  • Strategic bets (30–40%): Move needle on core business goals
  • Research / experimental (10–20%): Learning, not delivery pressure
  • Infrastructure (20–30%): Enable future projects

When to say no:

  • All your projects are "strategic bets" (no momentum)
  • All your projects are "quick wins" (no strategic impact)
  • Everything is "experimental" (no accountability)
What This Looks Like in Practice

Real scenarios and how to apply the framework.

Scenario 1: "Everyone's talking about AI agents"

The pitch: "We should implement AI agents for customer support."

Apply the framework:

  • Business metric: Customer response time, support costs
  • Six-month ROI: Can we measure ticket resolution time reduction?
  • Operational readiness: Do we have clean ticket data? Support team buy-in?
  • Portfolio balance: Is this a quick win or strategic bet?

Decision: Say yes if clear metric improvement, data ready, team capacity exists, and it fits portfolio balance. Say no if "everyone's doing it" is the primary justification.

Scenario 2: "Vendor promises 30% efficiency gain"

The pitch: "This AI tool will automate 30% of your workflow."

Apply the framework:

  • Business metric: Which workflow? What's the baseline? How will we measure?
  • Six-month ROI: Can the vendor show proof from similar customers?
  • Operational readiness: Does it integrate with our stack? Do we have clean input data?
  • Portfolio balance: Do we have capacity to implement and adopt?

Decision: Say yes if vendor has proof, integration is clear, and we have bandwidth. Say no if generic claims, no similar customer proof, or "trust us" on integration.

How to Say No (Practically)

You have the framework. Here's how to use it.

When leadership asks: "Why aren't we doing [AI thing]?"

Don't say: "We don't have time" or "That won't work."

Do say: "Let's run it through our prioritization framework: Which business metric does this move? What's the six-month ROI path? Do we have operational readiness to execute? How does this fit our current project portfolio? Based on those answers, this should/shouldn't be prioritized over [current initiative]."

When vendors pitch: "This AI tool will transform your operations"

Don't say: "We're not interested in AI right now."

Do say: "We evaluate AI investments against clear criteria: Proof of ROI from similar companies in our segment, integration path with our existing stack, and six-month path to measurable business value. Can you provide specific evidence on those three points?"

When your team requests: "Can we pilot this AI tool?"

Don't say: "No, we're not doing AI pilots."

Do say: "Let's scope this properly: What business metric are we trying to move? What's success after six months? What's the total cost including integration and change management? Do we have capacity, or does this replace another project? If those answers check out, let's build a proper business case."
